In India air travellers might have to pay a safety fee of Rs 12 per passenger to fly safely within and from India under the sharp eye of another aviation regulatory agency that would replace the old Directorate General of Civil Aviation (DGCA) in coming short time of span. India is seeking the services of Montreal-based International Civil Aviation Organisation (ICAO) to finalize the blueprint of an autonomous civil aviation authority (CAA) that is capable of maintaining an eagle's eye for air safety in the country.
This rise in fee has been suggested along with a 20% extra hike in the current licensing, certification and other fees to meet the revenue requirements of the “not-for-profit” Indian CAA that would be under the ‘supervision’ of the aviation ministry.
Importantly the ICAO has recommended that though CAA would be entrusted with all responsibilities of the DGCA, accident investigation should be taken away from it. Clearly it feels the probe agency should be completely free from the aviation ministry and its various agencies for free and fair investigations. This is similar to practice of having the railway accident board under the aviation ministry. So there would be an independent separate agency for probing air mishaps.
